No, not the same.
Main difference is what plane of travel you're "swinging" in. Swing arms are more often seen in off road vehicles and the plane of motion is located more or less along the length of the car (generally angled a bit).
Swing axles were mostly used on VW beetles (originals), and thus Formula Vees. Also used on Corvairs. Carroll Smith despised them. The plane of motion for a swing axle runs along the length of the axle.
