The majority of car racing in Europe is executed to FIA (http://www.fia.com) rules.

In terms of Europe-wide racing the FIA generally regulate series.

In the UK all the series derive basic rules from the MSA (MotorSport Association) formally the RAC MSA. After that there are various organisations that run series and provide detailed regs like the BRSCC, 750MC, etc.
