We actually just passed the cops lol.
We were testing in a parking lot and they came b/c of a noise complaint. It happened 2 days in a row http://fsae.com/groupee_common/emoticons/icon_confused.gif
Pain is the ass. But the cops were pretty cool about it and just said we had to shut it down (which is good b/c we could have been fined). They were asking q's about the project and one actually joked about racing him.
All in all they were good about it, but it was just a pain we had to shut down.

We run into similar problems at 10 PM every night we test. Its from some guy that lives more than 1/2 a mile away across the river and has nothing better to do. Kind of makes us proud to be able to anger people that far away though.
We once tried running a series dual muffler setup, but that only delayed the police a small amount.

We normally have the cops show up when we're testing, there is an apartment complex across the street from the lot we are allowed to use. Normally the cops pull into the lot, say "Hey, just so you know someone just complained about the noise. Have a nice day"

Starting back in 2003 we were forced to put a real car muffler on the car due to noise complaints. The car with race muffler is only like 104-105 db, but with the car muffler was low 90's. We STILL got some complaints from this one neighborhood. We went there with a decible meter and it was unmeasurable over ambient noise, but you could hear it some of the time if you listened for it. People complain because they think they're doing everyone else a service.
Our one lot was right across the street from the horse barns for the equestrian teams and they only complained when they had events and the horses were out, which I totally understood.
I'd recommend a significant investment in muffling technology ($30 universal car muffler), which you can then use in any cases against you, as well as show the cops that may come how quiet the car is and how unreasonable the complainers are being.

Before you get too impressed with your own efforts keep in mind this may well adversely impact on next year's team if the complaints are directed to your institution manager and not just to you and those there on the night.

Oh lighten up. It's not a goal they strive to, and they're not stupid. Have a sense of humor.
A lot of people are stupid however when it comes to noise/other complaints and will complain just because it is out of the ordinary. They just can't deal with change.

So I finally found something we have an advantage over other teams... Our school is super cool with us driving on their lots. We have a small lot right outside the shop, and another lot about 2 acres of decent payment with light poles (I know they are there, b/c they hurt Formula cars). Never had a noise complaint and the campus cops show up to watch. A few times they have clocked us during acceleration runs!
We even had the "good looking" female cop offer to give us a parade escort on city streets over to our big lot... Sorry to hear your alls troubles. Our secret is just dont do anything stupid and dont let the wrong people know about the near misses when things didn't go as planned.

Our north campus is pretty secluded from any of the rest of the town, rumor has it because after Vietnam War riots at the city campus they wanted it farther away. Our cops are always cool, except one time when they must have forgotten to announce it on their radios that we would be out there and a new cop who didn't know about us pulled us over and was really pissed until he called his superior. As the leader of next years team I am very mindful of how this years actions play out next year. We have strictly abided by this 10 PM cut-off.
It is just funny to think of this old man angry and cursing at us college kids at the sound of something no louder than his Buick "helping the community" as VFR said.

University a@ Buffalo police are some of the most relaxed individuals I have ever seen. I never could believe that the Mini Baja got away with the stuff they did in the field next to Jarvis Hall.
UB North Campus, Buffalo Bills Stadium, Niagara Falls Boulevard Malls, etc and a number of other projects were built in the suburbs to prevent minority(i.e. black) political powers within the city limits from getting too much power/influence from the increased revenue from taxes and students/residents spending money on businesses in the city. Buffalo is very segregated from my experience living there and there are some interesting books/statistics to back it up. Interesting reading:

The were going to build Bills stadium and North Campus downtown which would have made the city a much better place to live. Its a damn shame because between South Campus and downtown is a wasteland. The Sabers bring in a crap ton of money to the city since it is smack in the middle of downtown and the Bills are trying to sell because of operation costs are so high in Whitebreadville.

We sometimes have a problem with the police asking us to do a top speed run, on dead tires and in the small lot, while they run radar on us. But other than that they are great and offer us police escorts to and from the shop.
