Ambient air does mean you can use a fan though. I did confirm this with the judges prior to competition last year.
The trick is finding or making a small intercooler. We modified a larger intercooler (cut in half), capped it, and made new inlet and outlet connections for it. Sadly we did not have enough time to test the effeciency of it, temperature change, pressure change, etc. Do this if you plan to use one or the judges will eat you for lunch.
