Fundraise. All of the teams with the ttc data raised the money necessary to buy it. Upon doing so they entered into an agreement that they would not share it with any non ttc members.
Not to mention that Doug has a membership on the forums...
Need is a strong word. You would like the tire data.
If you do not have money, go get money.
Is simple.

The Goodyear FSAE data is only available through the TTC. That's the only place you're going to get it.
Goodyear used to have some very basic data on their website. It's not up anymore. It was a pdf file called "Formula SAE Tire Databook." I doubt it's very useful now but someone might have it. That's pretty much your only option other than the TTC data.
If you want to try and get data from Goodyear directly, maybe try messaging Jersey Tom? He's pretty adamant about the new 96's (which no TTC data exists for yet), and I've even heard he helped to develop them, so maybe he could help.
