Hi, the Processes Table contains the following items for fastener installation amongst others:
Power Tool <= 25.4 mm
Power Tool <= 6.35 mm
Power Tool > 25.4 mm
Ratchet <= 25.4 mm
Ratchet <= 6.35 mm
Ratchet > 25.4 mm
What does the dimension refer to? Diameter of the Bolt or the Bolt head? Diameter of the tool (bit, nut) used to install the fastener? Fastener Engagement Length?

Question for $200: what's the "standard" way for specifying fastener size?

I agree that fastener size is specified by the diameter of the bolt but if you see here cost shouldn't matter by whether you are tightening a 6mm bolt or a 10mm bolt, rather it would depend on the engagement length. So I think we should use fastener engagement length.
